Within 90 days after the end of the fiscal year, each State shall submit electronically an Annual Report providing -

1. (a) An assessment of the State's progress in achieving performance targets identified in the prior year HSP;
2. (b) A description of the projects and activities funded and implemented along with the amount of Federal funds obligated and expended under the prior year HSP;
3. (c) A description of the State's evidence-based enforcement program activities;
4. (d) An explanation of reasons for projects that were not implemented; and
5. (e) A description of how the projects funded under the prior year HSP contributed to meeting the State's highway safety performance targets.
