Cal. Code Regs. tit. 22, § 35053 – Disclosing Information to the Adoptee.

(a) Refer to Subchapter 8 for additional procedures for the child subject to the provisions of the ICWA.
(b) The agency shall disclose to the adoptee upon their request the name and most current address of a birth parent of an adoptee whose relinquishment for or consent to adoption was signed on or after January 1, 1984, in accordance with the provisions of Family Code section 9203.
