Nontransferability of delayed licensing approval

- (a) Delayed licensing approval shall be personal to the limited partnership or limited partner granted delayed licensing.
- (b) A limited partnership interest that is held under delayed licensing may not be transferred, assigned, encumbered, or hypothecated in any manner without the prior approval of the Arkansas Racing Commission, upon recommendation of the commission.
