- (a) The burden of proof with respect to the granting of any approval required or permitted by this subpart is at all times upon the person applying for such approval.
- (b) Each applicant shall satisfy the Arkansas Racing Commission, as the case may be, that the granting of an approval is consistent with the state policies regarding gaming set forth in the commission’s rules.
