Prior to an insurer or similar organization offering group long-term care insurance to a resident of this state pursuant to Arkansas Code § 23-97-301 et seq., it shall file with the Insurance Commissioner evidence that the group policy or certificate thereunder has been approved by a state having statutory or regulatory long-term care insurance requirements substantially similar to those adopted in this state.
