Upon the death, resignation, failure, or refusal to serve of any appointed commissioner, his or her office shall become vacant, and the Governor, President Pro Tempore of the Senate, or the Speaker of the House of Representatives, as the case may be, shall make an appointment to fill the vacancy for the unexpired term of the former appointee.
