Before an insurer or similar organization offers group long-term care insurance to a resident of this state under AS 21.53.070, it shall file with the director evidence that the group policy or certificate under that section has been approved by a state having statutory or regulatory long-term care insurance requirements substantially similar to those adopted in this state.
