(a) In addition to any other powers granted under this article, the commissioner may adopt rules or regulations to protect the interests of the public including but not limited to regulations governing:

1. (i) Sales practices;
2. (ii) Policy coverage standards;
3. (iii) Rebates and inducements;
4. (iv) Controlled business;
5. (v) Unfair trade practices and fraud;
6. (vi) Statistical plans for data collection;
7. (vii) Consumer education;
8. (viii) Any other consumer matters;
9. (ix) The business of title insurance; or

(x) Any regulations otherwise implementing or interpreting this article.
