Section 1. Authority. These rules are promulgated pursuant to 2024 Wyo. Sess. Laws 349 and W.S. 21-2-203.
(a) The Department shall disburse $5,000,000 (five million dollars) in school year 2025-2026 from the amount appropriated in 2024 Wyo. Sess. Laws 349 to participating school districts and state-authorized charter schools.
(b) The Department shall determine disbursements for participating districts and state-authorized charter schools by calculating each school's Average Daily Membership (ADM) as reflected in W.S. 21-13-309(m)(iv) as a percentage of the statewide total ADM for each school year, less the ADM attributable to schools not participating in this grant program. The Department shall distribute funds to districts according to the total derived from schools within their districts. The Department shall distribute funds to state-authorized charter schools based on their school-level calculations.
(c) The performance period is July 1, 2024, through June 30, 2026. Grant recipients shall expend all grant funds received from the 2024 Wyo. Sess. Laws 349 appropriation no later than June 30, 2026, and shall return unexpended funds as of that date to the Department no later than July 31, 2026
(a) Grant recipients shall provide qualitative and quantitative data identifying the impact of program implementation in the form and manner specified by the Department during the grant performance period.
(b) Grant recipients who do not comply with the reporting requirement in section 3(a) shall be suspended from receiving the following year's grant funds. Failure to correct reporting noncompliance as directed by the Department shall render the grant recipient ineligible to further participate in the grant program, and the Department may require the grant recipient to return funds received under this program.
