(a) These rules are promulgated by the Wyoming Stable Token Commission, herein referred to as the Commission, in accordance with W.S. 40-31-105(b) and 40-31-110.
(a) This chapter applies to the Commission’s procurement of services or materials by request for proposal, as defined in Chapter 2 of these rules; and procurement by competitive sealed bidding, competitive negotiation, or noncompetitive negotiation, as defined in Chapter 3 of these rules.
(a) The Commission shall:
(i) Develop, adopt, update, and maintain an approved list of candidate blockchains that a Wyoming Stable Token may launch on, based on criteria adopted by the Commission;
(ii) Develop and administer a review portal on the agency website that publicizes the assessment of blockchains;
(iii) Develop, adopt, and maintain an approved list of qualified firms and bidders, regardless of the availability of a specific request for proposal, for functions that may facilitate the development, deployment, and management of a Wyoming Stable Token, based on criteria adopted by the Commission; and
(iv) Develop and administer a submission portal on the agency website to collect information from firms and bidders, and publicize firms and bidders that are deemed to be qualified.
(b) A firm or bidder that currently provides services related to the development, deployment, or management of a stable token may submit a detailed statement of qualifications and performance data to the Commission. The firm or bidder may submit its statement at any time, but in any event shall provide an updated statement at least every two (2) years. In accordance with Section 6(a) of this chapter, the Commission shall keep the statements submitted under this paragraph on-file and shall maintain a list of the firms and bidders that submitted them. The Commission is not required to maintain similar lists or on-file statements of qualifications for services other than professional services.
(c) The Director or their designee shall review the detailed statement of qualifications received from firms and bidders on a rolling basis, and shall make a recommendation to the
Commission as to the potential qualified status of a firm or bidder no more than sixty (60) business days after receipt of the submission by the firm or bidder.
(d) The Commission shall review the recommendation provided by the Director or their designee, and make a determination as to the qualified status of the firm or bidder no more than ninety (90) business days after receipt of the submission by the firm or bidder.
