W. Va. Code § 9-11-5 – Implementation of value-based payment model.

(a) The baseline year will begin on or before July 1, 2027, and continue for a one-year time period during which time performance data, including, but not limited to, cost, quality, utilization, and the outcome-based performance measures, shall be collected and analyzed to establish benchmarks. These benchmarks shall be provided to providers to allow them to improve performance during the baseline year.
(b) On or before July 1, 2028, the Bureau for Medical Services shall require the managed care organizations to provide a value-based payment in conformity with the approved outcome measures and standard billing codes set forth in and developed pursuant to this article.
