(b) The board shall make available to the public, on a regular basis through electronic means and open meetings, information about the activities and functions of the board including:

1. (1) The state plan, or modification to the state plan, prior to submission of the plan or modification of the plan;
2. (2) Information regarding membership; and
3. (3) Minutes of formal meetings of the board upon request.
