(a) To be eligible to be permitted as a sanitarian-in-training, the applicant must:

1. (1) Be of good moral character;
2. (2) Have an associate’s or higher degree from an accredited college or university; and
3. (3) Successfully complete a sanitarian's training course of a minimum of 300 hours within 12 months of being hired as a sanitarian-in-training.
