If the department determines it will further the purposes of this article, the department may issue a general permit for each reclamation project or water pollution abatement project, which shall:

1. (1) Encompass all of the activities included in the reclamation project or water pollution abatement project.
2. (2) Be issued in place of any individual required stream encroachment, earth disturbance or national pollution discharge elimination system permits.
