(a) The commissioner shall propose rules for legislative approval in accordance with the provisions of article three, chapter twenty-nine-a of this code, to:

1. (1) Establish the license requirements for auctioneers and apprentice auctioneers, including the bond requirements;
2. (2) Set a fee schedule;
3. (3) Establish the renewal and expiration requirements for licenses;
4. (4) Establish the continuing education requirements for licensees;
5. (5) Establish waiver of examination requirements for apprentice auctioneers;
6. (6) Permit consent agreements or negotiated settlements for the civil penalties; and
7. (7) Implement the provisions of this article.
