For purposes of this article:

1. (1) “Commissioner” means the West Virginia Commissioner of Highways continued pursuant to section one, article two-a of this chapter;
2. (2) “Amendment” means the amendment to the Constitution of this state entitled Roads to Prosperity Amendment of 2017 as approved by referendum in October, 2017;
3. (3) “State road bond” means any bond or bonds issued by the state pursuant to section two of this article;
4. (4) “Division” means the West Virginia Division of Highways established under section one, article two-a of this chapter, or any successor to all or any substantial part of its powers and duties; and
5. (5) “Secretary” means the Secretary of the West Virginia Department of Transportation.
