In this chapter the following terms shall have the designated meanings:

1. (1) “State veterans organization” means a state of Wisconsin organization or department of a national veterans organization, which national organization is incorporated by an act of congress.
2. (2) “Regional office” means the United States department of veterans affairs regional office in Milwaukee, Wisconsin.
3. (3) “Moneys paid to employees” means salaries and travel expenses paid by“state veterans organizations” to employees engaged in veterans claims service and maintained by them at the “regional office”.
4. (4) “Grant” means a grant under s. 45.41, Stats., to a “state veterans organization”.
