Words and phrases defined in ch. 340, Stats., have the same meaning in this chapter unless a different definition is specified. In this chapter:

1. (1) “Applicant” means any vehicle owner or lessee who is required to apply for Wisconsin vehicle registration.
2. (3) “Department” means the Wisconsin department of transportation.
3. (4) “Telephone authorization” means the approval granted to the registered owner or lessee of a vehicle, through the department’s telephone call-in procedure, to operate on Wisconsin highways, without displaying evidence of registration as required by s. 341.18, Stats., and described in s. Trans 133.03.
