In this subchapter:

1. (1) “Net cost effectiveness” means the extent to which a water conservation program or measure is cost effective, after being adjusted for all of the following:

   1. (a) The amount of water savings that would have been achieved in the absence of the water conservation program or measure.
   2. (b) The amount of water savings directly attributable to the influence of the water conservation program or measure but that is not specifically included in the program or measure.
