1. (1) Authorization. A license issued under this section authorizes the license holder to teach Wisconsin American Indian history, culture, and tribal sovereignty of one of the following tribes in an American Indian education program.

   1. (a) Bad River Band of the Lake Superior Chippewa Indians.
   2. (b) Lac Courte Oreilles Band of the Lake Superior Chippewa Indians.
   3. (c) Lac du Flambeau Band of the Lake Superior Chippewa Indians.
   4. (d) Red Cliff Band of the Lake Superior Chippewa Indians.
   5. (e) Sokaogon Chippewa Community.
   6. (f) St. Croix Chippewa Community.
   7. (g) Forest County Potawatomi Community.
   8. (h) Stockbridge-Munsee Band of Mohican Indians.
   9. (i) Menominee Indian Tribe of Wisconsin.
   10. (j) Oneida Nation of Wisconsin.
   11. (k) Ho-Chunk Nation.

2. (2) Eligibility. The state superintendent may issue an American Indian history, culture, and tribal sovereignty license under this section to an applicant who meets all of the following requirements:

   1. (a) The applicant holds or is eligible to hold a teaching license.
   2. (b) The applicant is recommended for the license by the employing school district administrator or the employing administrator of an alternative school.

   3. (c) The applicant is certified to be competent in the associated American Indian history, culture, and tribal sovereignty. The certification under this paragraph shall be made by one of the following entities, as determined by the associated tribal government:

      1. 1. The tribal council.
      2. 2. The tribal language division.
      3. 3. The local American Indian parent advisory committee.
