Each person applying for a compact privilege shall meet all of the following requirements:

1. (1) Complete the compact application process .
2. (2) Pay the fee specified in s. 448.987 (3) (c), Stats.

3. (3) Successfully pass the examinations specified in s. OT 2.03 (1).
