All petitions for commission review shall be filed within 21 days from the date of mailing of the findings and decision or order, except that the petition may be filed on the next business day if the 21st day falls on any of the following:

1. (1) January 1.
2. (1m) The third Monday in January.
3. (1r) The third Monday in February.
4. (3) The last Monday in May.
5. (4) July 4.
6. (5) The first Monday in September.
7. (5m) The second Monday in October.
8. (5r) November 11.
9. (6) The fourth Thursday in November.
10. (7) December 24, 25 or 31.
11. (8) The Monday following if January 1, July 4 or December 25 falls on Sunday.
12. (9) Any other day on which mail is not delivered by the postal authorities.
