This chapter does not authorize an insurer to transact any insurance business, other than that of legal expense insurance exempted under this chapter, unless it is authorized under a certificate of authority issued by the commissioner under the provisions of chs. 600 to 655, Stats.

Note: This rule does not preempt any plan from compliance with supreme court rules including 11.06.
