1. (1) The borrower shall be a resident of the United States, either a citizen or an alien lawfully admitted for permanent residence by the federal immigration and naturalization service.
2. (2) The borrower shall be a Wisconsin resident as determined by the board using the residency standards of s. 36.27, Stats.
3. (3) The borrower shall be enrolled at least half time in an eligible institution in the junior or senior year of a bachelor degree program majoring in education.
4. (4) The borrower shall have a cumulative 2.5 grade point average based on a 4.0 system at the time of receipt of the loan.
5. (5) The borrower shall not be required to show financial need.
