The purposes of this chapter are as follows:

1. (1) To ensure that the public health, welfare and safety is protected in relation to racing.
2. (2) To establish application and licensure criteria for the issuance of licenses to conduct activities relating to racing and pari-mutuel wagering.
3. (3) To ensure that the process for the issuance of licenses for activities relating to racing and pari-mutuel wagering is fair and equitable.
