1. (1) “Touting” means the act of soliciting anything of value in exchange for information regarding the outcome of a race conducted at a pari-mutuel race meeting under the jurisdiction of the division.
2. (2) “Bookmaking” means the act of accepting a wager from a patron of a pari-mutuel race meeting with the intent to withhold the wager from the pari-mutuel pool.
3. (3) “Theft” means the act of knowingly exerting control over state revenue or the revenue of a racing association or, by deception, obtaining control over patron dollars.
4. (4) “Wagering” means the act of placing a wager or accepting a payout on a wager or both.
