The jail shall have policies and procedures relating to the provision of inmate programs and services, including the following components:

1. (1) Use of community resources, contract providers, and volunteers authorized by the sheriff.
2. (2) Notification to inmates of availability, eligibility, and schedules.
3. (3) Conducting criminal background checks on all volunteers, community resources, and contract providers.
4. (4) Orientation and training on facility operations for all volunteers.
5. (5) Educational programming for inmates who are under 18 years of age consistent with the requirements of the Department of Public Instruction.
