1. (1) Upon admission, youth shall be given an opportunity as soon as possible to communicate with social supporters.
2. (2) Youth shall have the opportunity to communicate with approved individuals external to the facility no less than once per day.
3. (3) The facility may not charge youth to communicate.
4. (4) The facility shall make accommodations for youth with hearing or speech disabilities or limited English proficiency.
5. (5) The facility shall inform youth if external communication is withheld or monitored.
6. (6) The facility may not monitor conversations between youth and their attorneys.
7. (7) Youth may speak with social supporters in their language of choice regardless of staff comprehension.
