Inmates shall attend and be on time for scheduled activities. An inmate who violates this section is guilty of punctuality and attendance, unless one of the following exists:

1. (1) The inmate is sick and reports this fact as required by department policy.
2. (2) The inmate is authorized to be in another location.
3. (3) The inmate is authorized to be absent from the activity.
