Except as specifically authorized, any inmate who has in the inmate’s possession or who uses any of the following is guilty of possession or use of money or negotiable instruments:

1. (1) Coins or paper money.
2. (2) A check.
3. (3) A money order.
4. (4) A savings bond.
5. (5) A credit card, debit card, gift card, phone card, or information allowing access to or use of the cards or accounts.
6. (6) Any other negotiable instrument.
