Wis. Admin. Code § DHS 89.35
(1) A residential care apartment complex shall have a written grievance procedure and shall provide a copy to each tenant and tenant’s designated representative, where applicable. Tenants of a residential care apartment complex may file complaints with the department. The grievance procedure shall include information about how to file a complaint with the department.
