To support the provision of services under this chapter, the department shall distribute emergency funds authorized under s. 20.435 (5) (hy), Stats., and surcharge revenues authorized under ss. 20.435 (5) (hy) and 346.655, Stats., by an allocation process developed in consultation with county representatives.
