The department shall provide a card and PIN to an individual designated by the FoodShare group as an authorized buyer. The authorized buyer's name and signature shall be on the permanent EBT card. The PAN shall be different from that of the primary cardholder but shall be linked to the same FoodShare account. There shall be a limit of one secondary cardholder per FoodShare group.
