The department shall provide one designated EBT card and PIN to the primary person or a designated payee to access the FoodShare account. The primary person's or designated payee’s name and signature shall be on the permanent EBT card. For residents of drug and alcohol treatment centers and group living arrangements, the department may issue the card to a person employed by the facility who is designated as the FoodShare payee.
