Prior to or at the time of issuing an initial or subsequent license to operate a foster home, the licensing agency shall provide each foster parent with all of the following:

1. (1) Foster parent handbook. A foster parent handbook prescribed by the department that includes information on all of the following topics:

   1. (a) The child welfare and juvenile court systems.
   2. (b) The purpose of foster care.
   3. (c) Permanency planning.
   4. (d) The requirement for a foster parent to report child abuse or neglect under s. DCF 56.06 (2) (d).
   5. (e) Developing and maintaining family connections.
   6. (f) Caring for foster children, including attachment, child development, grief, loss, trauma, discipline of foster children, and independent living skills.

2. (2) Brochures. A brochure prescribed by the department on each of the following topics:

   1. (a) The foster parent insurance program and how to file a claim under that program.
   2. (b) The foster care reimbursement and rate structure, including the clothing allowance.
   3. (c) The reasonable and prudent parent standard.

3. (3) Resources. Information about resources for foster parents, including the availability of respite care services and how foster parents can access those services.
