Whenever a person who is required to be licensed under s. ATCP 16.02 (1) sells a dog in this state, the dog shall be accompanied by all of the following:

1. (1) A valid certificate of veterinary inspection under s. ATCP 16.16.
2. (2) All vaccination records required under s. ATCP 16.14 (3) (h) 2.
