Groundwater appropriation procedure—Relative rights—Ground and surface water appropriators
ECOLOGY, DEPARTMENT OF (WATER RESOURCES)
Where controversy arises over the relative rights as between ground and surface water appropriators, the basic law of "first in time, first in right" shall apply.
