Students have the right to freedom of speech, including the right to dissent and protest, but this expression may not interfere with the rights of others or substantially disrupt or materially interfere with the university's activities. Time, place, and manner restrictions apply. (See chapter 504-33 WAC.) Behavior prohibited by this section is:

1. (1) Substantial disruption or material interference with the university's activities by any means including use of telephone, computer, or some other medium. University activities include, but are not limited to, teaching, research, administration, or disciplinary proceedings. University activities may also include activities of other entities that are authorized to be conducted on the university premises.
2. (2) Obstruction of the free flow of persons, including pedestrian or vehicular traffic on university premises or at university-sponsored or supervised functions.
3. (3) Conduct that substantially prevents any member of the university community from completing their duties.
