Full adjudicative proceedings are conducted by a presiding officer/decision maker who is designated by the university in accordance with WAC 504-04-020.

1. (1) The presiding officer's role is to:

   1. (a) Ensure a fair and impartial process;
   2. (b) Make procedural and evidentiary rulings;
   3. (c) Handle logistical and other matters related to facilitating the proceedings;
   4. (d) Ensure compliance with legal requirements; and
   5. (e) Deliver a decision letter to the parties in accordance with WAC 504-26-403.
2. (2) The presiding officer must transmit a full and complete record of the proceedings to CCS, including such comments upon demeanor of witnesses as the presiding officer deems relevant, in accordance with RCW 34.05.461.
