Wash. Admin. Code § 478-138-030
(2) In the event the university permits a nonuniversity vessel use of the stadium boat moorage facilities for moorage, loading and unloading passengers, shuttling passengers to and from anchored vessels, or other related activities, the university does not assume responsibility for nor guarantee the expertise or training of the vessels' pilots or that such vessels are maintained in a safe condition or are adequately equipped with life vests and other safety devices as required by the United States Coast Guard and the Washington state utilities and transportation commission.
The executive vice president for finance and administration shall have the authority to establish such conditions as are necessary or appropriate to enhance safety and to protect the university from liability in connection with the use of the stadium boat moorage facilities.
