The objectives of these rules are:

1. (1) To regulate, protect, and control pedestrian and vehicular traffic on the campus of the university;
2. (2) To ensure access at all times for emergency vehicles and equipment;
3. (3) To minimize traffic disturbances;
4. (4) To facilitate the operations of the university by ensuring access to its vehicles;
5. (5) To maximize the use of the limited campus parking resource;
6. (6) To protect state property; and
7. (7) To encourage and support travel to the campus by means other than single occupancy vehicle (SOV).
