1. (1) The following activities including, but not limited to, are eligible for support through the local records grant program administered pursuant to this chapter:

   1. (a) Records management;
   2. (b) Preservation;
   3. (c) Conservation;
   4. (d) Professional consultants;
   5. (e) Technology hardware and/or equipment;
   6. (f) Software to manage public records and requests;
   7. (g) Reference tools;
   8. (h) Training needs;
   9. (i) Temporary personnel;
   10. (j) Indexing; and
   11. (k) Planning for the activities above.

2. (2) The following activities, including but not limited to, are ineligible for support through the local records grant program administered pursuant to this chapter:

   1. (a) Projects already completed;
   2. (b) Expenses incurred prior to the grant period;
   3. (c) Existing/permanent staff positions;
   4. (d) Equipment nonessential to the project;
   5. (e) Capital improvements to buildings;
   6. (f) Payments to lobbyists;
   7. (g) Hospitality expenses; and
   8. (h) Prizes/awards.
