The purpose of this chapter is to provide the guidelines, eligibility criteria, procedures, and other information needed to:

1. (1) Utilize the objective alternative assessments authorized in RCW 28A.655.065 and 28A.655.061;
2. (2) Apply for waivers for transfer students; and
3. (3) Apply for appeals for students with special, unavoidable circumstances.
