1. (1) Upon receipt of the items as per WAC 392-344-110, the superintendent of public instruction shall:

   1. (a) Analyze the bids;
   2. (b) Determine the amount of state funding assistance; and
   3. (c) Make an allocation of state funding assistance for construction and other items as per chapter 392-343 WAC.

2. (2) Authorization for contract award and allocation of state funding assistance shall be contingent upon the following:

   1. (a) The contract price for the construction has been established by competitive bid(s); and
   2. (b) The school district has available sufficient local funds pursuant to chapter 392-341 WAC.
