A determination of indigency shall be made for all persons wishing the provision of a free transcript of proceedings pursuant to the following standards:

1. (1) Any person receiving one or more of the following types of public assistance programs:

   1. (a) Temporary assistance for needy families;
   2. (b) Aged, blind, or disabled assistance benefits;
   3. (c) Medical care services under RCW 74.09.035;
   4. (d) Pregnant women assistance benefits;
   5. (e) Poverty-related veterans' benefits;
   6. (f) Food stamps or food stamp benefits transferred electronically;
   7. (g) Refugee resettlement benefits;
   8. (h) Medicaid; or
   9. (i) Supplemental security income.
2. (2) Any person receiving an annual income, after taxes, of one hundred twenty-five percent or less of the current federally established poverty level.
