RCW 29B.50.080 requires that:

1. (1) Any person, other than an individual, must file with the commission an annual "Special Political Expenditures" report, if the person:

   1. (a) Made contributions to any state office candidates or statewide ballot proposition committees totaling more than the aggregate amount during the preceding calendar year for contributions referenced in WAC 390-05-400; or
   2. (b) Made independent expenditures regarding state office candidates and statewide ballot propositions totaling more than the aggregate amount during the preceding calendar year for independent expenditures on political advertising, referenced in WAC 390-05-400.
2. (2) The report is not required of a lobbyist employer filing an annual L-3 report pursuant to RCW 29B.50.080 or of a candidate's authorized committee or a political committee, provided the information has been properly reported pursuant to RCW 29B.25.090 and 29B.25.100.
3. (3) The "Special Political Expenditures" report is designated "C-7."
