DVR will not grant an exception to the following rules in this chapter:

1. (1) Rules requiring compliance with state or federal laws and regulations that DVR does not have the authority to change;
2. (2) Rules describing the services and activities that DVR must not pay for or support, including WAC 388-891A-1101 and 388-891A-1186; and
3. (3) WAC 388-891A-1060, under which DVR must not provide extended services for an individual who does not meet the definition of a youth with a most significant disability in WAC 388-891A-0100(19).
