1. (1) An independent, annual, on-site inspection of care, performed according to professional standards approved under this chapter, will be conducted of the SCC at least annually. The inspection of care team will review at least the following:

   1. (a) Community operations;
   2. (b) Medical services;
   3. (c) Residential operations;
   4. (d) Treatment as defined by RCW 71.09.020;
   5. (e) Forensic services; and
   6. (f) Environment of care.
2. (2) The purpose of the IOC is to provide objective measures of service delivery, for internal program use and quality management.

3. (3) Members of the inspection of care team will be contracted by the department annually for a specified period during which they must:

   1. (a) Conduct an on-site and documentary inspection;
   2. (b) Prepare interim and final, and, as requested by the SCC chief executive officer, supplementary reports;
   3. (c) Receive and consider SCC program responses to all reports.

4. (4) The IOC team must be of no fewer than three and no more than six persons.

   1. (a) At least one member of the IOC team must not be a DSHS employee;
   2. (b) At least one member must be a sex offender treatment provider; and
   3. (c) At least one member must be a medical doctor.
