To determine whether it can safely meet a client's needs, the stabilization, assessment, and intervention facility reviews client information, such as:

1. (1) The client's referral packet;
2. (2) Interviews with the client or collateral contacts; and
3. (3) Composition of clients currently supported by the provider.
