1. (1) The youth transitional care facility may discharge a youth if:

   1. (a) The youth turns 18; or
   2. (b) The youth or the youth's legal representative requests discharge.

2. (2) The youth transitional care facility may discharge a youth if the facility determines:

   1. (a) The youth no longer requires specialized treatment under the direction of a physician;
   2. (b) The youth has achieved the treatment goals established at admission;
   3. (c) The youth presents a health or safety risk to self or others in the treatment environment; or
   4. (d) The facility is unable to meet the youth's assessed treatment needs.
